How do you get the bait?
Defeat Bowhead Whale with the Fish Bucket and carry its body to the crater.
Prerequisites
Activate the island quest, complete prior hand-ins, then obtain the listed bait before the encounter.
Fight or catch method
Summon it with the whale body at the crater, prepare healing and ranged damage, then keep its Fin for the Scientist.
After the kill
Return the Fin to the Scientist, board the RHIB, and leave for the mainland.

Do not sell yet. Keep the Whale Fin until the Scientist gives you the RHIB keys.
